Make Cindy go to prison for transacting with Bob, make Bob unable to get a loan for transacting with the “wrong” Alice, get Alice to spend years in courts trying to prove she’s not a witch (or an elephant for that matter) and make them all unable to escape buying food with vouchers their government is providing.
