Think I remember hearing that some Ilyrians chose to undo their modifications in order to be able to integrate with the Federation.
And that when a planet with modified Ilyrians joined the Federation, those, who were augmented became second class citizens who were look down upon, so my bet is on a full on Federation ban.

I’d say the better option is a driving ban, with a hars punishment if broken. Making them live on the verge of poverty is IMO better as a punishment and it’s better for the child / society in general

And I don’t agree they’d necessarily do it internally, sometimes talent is the biggest blocker, not money. They can contract out a team of highly qualified engineers from NASA for a project here and there, when they need it. Hiring people is extremely expensive and having those people do nothing between projects is even more so.
The fact that it’s not profitable overall doesn’t mean there can never be any profit from anything.
