Yeah, it’s basically a way to give political cover in case a pardonnee goes on a killing spree afterwards. But Presidents on both sides of the aisle have unilaterally pardoned people as well, of course, especially at the end of their second term.
They have a process to vet people that apply for pardons, and while not mandatory, most pardons historically have gone through this process in modern times. The DOJ will then recommend the ‘deserving’ ones to the President, and the President will sign them if he feels like it.
