100% the first one. How is that even a question? Nobody is getting murdered or abused in the first one. Some feelings are hurt, but nobody is getting discriminated against. A teacher not being allowed to display a cross or wear a hijab is not even slightly comparable to, eg, forcing children to pray or beating them with a stick because they wore a skirt. If they want to wear their religious symbols, they can do that in whatever religious contexts they have available to them, and school is not a religious context.
